Objectives
At the end of the course a participant will
- understand what is IPPC and IED and be familiar with the European Union regulatory framework for environmental management
- know in details the concept and implementation of the Seveso Directive (Seveso II and III); the safety report, the major accident prevention policy (MAPP), the Safety Management System (SMS), Land-Use Planning (LUP) and Emergency Plans
- understand the importance of human and security aspects when dealing with HSSE issues in industry
- know what are Safety (Key) Performance Indicators (SPIs or KPIs) and their use and interpretation.
Target Attendees / Participants
This course is dedicated to Students and to the professionals working in the field of HSSE. Engineers, managers, inspectors, legislators will profit from this course both by extending the knowledge about the concepts built into the EU legislation and by increasing their own understanding of problems in application.
Course Content by Units
Unit 1: Introduction to the IPPC (Integrated pollution prevention and control)
- Mandatory environmental conditions:
- use all appropriate pollution-prevention measures, namely the best available techniques (which produce the least waste, use less hazardous substances, enable the recovery and recycling of substances generated, etc.);
- prevent all large-scale pollution;
- prevent, recycle or dispose of waste in the least polluting way possible;
- use energy efficiently;
- ensure accident prevention and damage limitation;
- recovery of sites to their original state when the activity is over
- Permit requirements:
- emission limit values for polluting substances (with the exception of greenhouse gases if the emissions trading scheme applies);
- any soil, water and air protection measures required;
- waste management measures;
- measures to be taken in exceptional circumstances (leaks, malfunctions, temporary or permanent stoppages, etc.);
- minimization of long-distance or transboundary pollution;
- release monitoring;
- all other appropriate measures
